Mr. Leo R. Pura, Vice President for Technical Services

Mr. Pura has been with PRIMEX for 16 years, starting as Policy Research Assistant in the USAID-funded Coastal Resource Management Project (CRMP). In 2002, he was assigned as Training and Documentation Specialist for the ADB/JBIC loan-funded Fisheries Resource Management Project (FRMP) of the Bureau of Fisheries and Aquatic Resources (BFAR), where he organized, supervised, and documented a large number of training courses conducted under the Project.

In February 2007, he was named Senior Manager for Technical Services and Business Development, and in June 2009, he was designated Senior Manager for Project Management and Training, with primary responsibility of providing oversight for ongoing projects, where he supervised PRIMEX project assistants in providing backstopping support to consultant teams in the implementation of both technical assistance and loan-funded projects. In 2013, he was appointed Assistant Vice President for Project Operations in recognition of his excellent performance and dedication to the job.

Mr. Pura is a project management specialist with extensive experience in environment, coastal resource management, and training coordination and documentation. He served as Project Coordinator or Project Administration Manager for various PRIMEX projects funded by ADB, World Bank, or Philippine Government agencies, with primary responsibility for ensuring the provision of adequate and timely technical and administrative backstopping support to the Team Leader and the other consultants in the implementation of project activities.

Mr. Pura also takes on technical consulting assignments from time to time. For example, in2009, he served as international Assistant Program Coordinator for the ADB Small-scale Technical Assistance to the Indonesian Ministry of Marine Affairs and Fisheries (MMAF) for support to the World Oceans Conference (WOC) 2009 and the Coral Triangle Initiative (CTI) Summit. Based in Manado, Indonesia, where these two back-to-back international events were held, Mr. Pura assisted the PRIMEX Technical Assistance Team in providing technical advice and administrative support to the National Organizing Committee (NOC) Secretariat before, during, and after the WOC 2009 and CTI Summit.

Prior to joining PRIMEX, Mr. Pura was Research Assistant at the International Center for Living Aquatic Resources Management (ICLARM), now known as the WorldFish Center (WFC, from September 1993 to August 1996, and Research Associate at the Coastal Management Center from September 1997 to March 1998.

Mr. Pura holds a Master of Public Health (MPH) from the Institute of Community and Family Health of Fe del Mundo Hospital in Quezon City, Philippines and a BS Biology (cum laude) from Bicol University in Legaspi City, Philippines. He also completed academic units for an MS in Marine Science at the University of the Philippines–Marine Science Institute (UP-MSI) in Diliman, Quezon City. He completed a number of training courses, including Project Management Training at the University of Asia and the Pacific (UA&P) in 2007 and Advanced Computer Software Engineering at IBM-ACE from September 2002–April 2003.
