Mr. Morales is a senior institutional development and project management specialist with over 30 years of experience in the design and implementation of projects in the fisheries and natural resources sectors in the Philippines and Indonesia. His earlier years were spent in public service and culminated in his appointment as Director of Bureau of Fisheries and Aquatic Resources (BFAR), the youngest ever appointed to that post.
Mr. Morales has been working in PRIMEX since 1998–initially as Consultant and later as Vice President (2010) and Executive Vice President (2011). He was elected to the PRIMEX Board in mid-2012.
He started his career as an Economic Researcher in the Planning Department of the Philippine Fisheries Development Authority (PFDA), then moved up the ladder to become Project Manager of the ADB loan-funded Northern Palawan Fisheries Development Project.
From PFDA, he was plucked by the Department of Agriculture (DA) to be the Project Director of the ADB-funded Fisheries Sector Program (FSP), the first ADB program loan in the fisheries sector in the country implemented from 1986–1992. Under his direction, FSP made significant headways in bringing about responsible management of coastal resources mainly by demonstrating the viability of community-based management in coastal areas.
In March 1992, he was appointed the youngest chief executive officer of the Philippines’ national fisheries agency, with responsibility for policy direction and formulation, program planning and implementation, and overall supervision and coordination of BFAR’s numerous activities throughout the country.
In late 1995, he left public service to work in Indonesia as aquaculture specialist in a large private aquaculture production company, PT Birulaut Khatulistiwa of the Gajah Tunggal Group. In late 1998, Mr. Morales joined PRIMEX as Team Leader for the ADB loan-funded Coastal Community Development and Fisheries Resource Management (COFISH) Project of the then Directorate General of Fisheries (DGF) of the Ministry of Marine Affairs and Fisheries (MMAF).
Since then, he has been PRIMEX Team Leader in the ADB loan-funded Coral Reef Management and Rehabilitation Project, Phase II (COREMAP II) in Indonesia (April 2005–November 2011) and the ADB Regional Technical Assistance for Coastal and Marine Resource Management in the Coral Triangle: Southeast Asia (Indonesia, Malaysia, Philippines) from August 2012–August 2016.
He also served as Deputy Team Leader of the ADB/JBIC loan-funded Fisheries Resource Management Project (FRMP) in the Philippines from June 1999–December 2006. In between these long-term assignments, Mr. Morales took on some short-term engagements for ADB and the Department of Agrarian Reform (DAR).
Mr. Morales holds a BS Business Economics degree from the University of the Philippines in Diliman, Quezon City. He attended the Executive Leadership and Management Training for Corporate Executives conducted by the Civil Service Academy and Civil Service Commission, which is a requirement for a management position in a government corporation. He obtained his Applied MBA from the Executive Development Academy (EDA) in Manila.
