Mr. Loyloy graduated with a degree in BS Accountancy from the Liceo de Cagayan in Cagayan de Oro in 1997. Since then, he has been handling general accounting, treasury, budgeting, procurement, and general project management responsibilities in several types of businesses – from pharmaceuticals to infrastructure development to management consulting. He has worked with company managers and department heads in setting up financial management systems, supervising staff in general accounting and cash management activities, executing capital-raising strategies to support a project’s maintenance and expansion, and overseeing the investment of funds.

Mr. Loyloy first joined PRIMEX in August 2011 as Bukidnon-based Field Office Manager for the ADB Capacity Development Assistance for Decentralized Framework for Sustainable Natural Resources and Rural Infrastructure Management, Philippines (TA 7716-PHI). As Field Office Manager, he supported and worked closely with the Team Leader in coordinating and managing the numerous field activities of the Project, including the organization and conduct of a large number of training courses for local government staff, community-based organizations (CBOs), and small-scale entrepreneurs as well as the conduct of field surveys in the Project area. He was also responsible for financial management and disbursement as well as the procurement of goods and services of local providers.

In July 2012, he was called by PRIMEX to its home office in Manila to serve as Senior Manager for Finance and Administration. In that position, Mr. Loyloy worked closely with the Vice President for Finance and Administration in the design and establishment of an enhanced financial management system for the Company and in the training of staff on the operation of the improved system. He also assisted PRIMEX Management in prudent financial and expenditure management, careful monitoring of project invoicing, and timely submission of payment claims to clients.

Appointed Vice President for Finance and Administration in February 2014, Mr. Loyloy reports directly to the PRIMEX President and CEO, whom he assists in ensuring the financial viability and profitability of the Company through efficient and effective financial management. He is primarily responsible for providing overall management, supervision, and coordination of all activities in finance and administration as well as in routine operational concerns. Mr. Loyloy works very closely with the Vice President for Technical Services in the preparation of project proposals, specifically the preparation of cost estimates and financial proposals, and in ensuring that timely and adequate administrative and logistics backstopping is provided to ongoing projects.
