It has adopted a Code of Ethics to guide its Board members and staff in their conduct when acting on behalf of PRIMEX. The Code contains broad principles reflecting the types of behavior PRIMEX expects towards constituents, donors, employees, peers, and the public. This policy is not intended as a stand-alone policy. It does not embody the totality of PRIMEX’s ethical standards, nor does it answer every ethical question or issue that might arise. It is just one element of a broader effort to create and maintain a quality organization that gives ethical conduct the highest priority.
PRIMEX’s commitment to integrity begins with complying with laws, rules, and regulations where it does business. Further, each of its Board members and staff has an understanding of the Company policies, laws, rules, and regulations that apply to their specific roles.
Ensuring Fair Competition. While PRIMEX competes vigorously in the consulting market, it complies with all applicable competition and consulting services laws wherever it does business. This means it competes by applying its knowledge, technology, and skills.
Setting High Expectations for its Suppliers and Business Partners. PRIMEX believes in working with business partners who demonstrate high standards of ethical business conduct. It expects suppliers and business partners whom it works with to be guided by the standards set forth in its Code. PRIMEX exercises good judgment in selecting suppliers and business partners. It does not knowingly use suppliers or partners who operate unethically or who violate applicable laws. It does not engage suppliers or partners who compete unfairly or use unfair business practices. PRIMEX works with all business partners to ensure compliance with applicable laws and regulations when they provide services to PRIMEX.
Preventing Harassment and Discrimination. PRIMEX is committed to providing a workplace free of discrimination and one where all employees are treated fairly and with respect. It is committed to hiring, evaluating, transferring, compensating, and promoting employees based on skills and performance, and not on any unlawful considerations. PRIMEX is also committed to providing equal opportunity to all employees and candidates for employment.
Advancing Respect for Human Rights. As part of its commitment to the global community, PRIMEX upholds human rights violations. It recognizes the dignity of all human beings, and its core values embrace these inalienable rights for all people to live their lives free from social, political, or economic discrimination or abuse. PRIMEX also believes that gender equity and equality is an important dimension of the human rights approach to development. The empowerment of women and marginalized groups, such as indigenous peoples (IPs), has been a focus area of most of PRIMEX’s completed and ongoing projects. The analysis of the gender dimensions of projects and the subsequent formulation and implementation of gender action plans (GAPs) have been standard elements of PRIMEX’s work in several countries in the Asia-Pacific region in the last 25 years.
Supporting Environmental Sustainability. PRIMEX is fully committed to promoting environmental stewardship around the world. It complies with the environmental laws and regulations associated with its business activities, as well as with those related to Company and operating unit policies and procedures. Wherever it operates, PRIMEX conducts its business with respect and care for both the local and global environment.
Gifts, Gratuities, and Business Courtesies. PRIMEX is committed to competing solely on the merit of its products and services. It avoids any actions that create a perception that favorable treatment of outside entities by PRIMEX was sought, received, or given in exchange for personal business courtesies. Business courtesies include gifts, gratuities, entertainment, or other benefits from persons or companies with whom PRIMEX does or may do business. It neither gives nor accepts business courtesies that constitute, or could reasonably be perceived as constituting, unfair business inducements that would violate law, regulations or polices of PRIMEX or its clients, or would cause embarrassment or reflect negatively on PRIMEX’s reputation.
Combating Corruption and Bribery. As part of its commitment to winning business the right way, PRIMEX does not and will not tolerate bribery in any form. It complies with all applicable international laws, treaties, and regulations that forbid bribery, including the international laws where it conducts business and the Philippine Anti-Graft and Corrupt Practices Act (Republic Act No. 3019). PRIMEX follows these laws wherever it does business, regardless of local custom. It will never offer, attempt to offer, authorize or promise any sort of bribe or kickback for the purpose of obtaining or retaining business or for an improper advantage. Moreover, PRIMEX will never solicit or accept a bribe or kickback.
Preventing Money Laundering. PRIMEX is committed to fighting money laundering in the countries where it does business. While it will rarely be in the position to violate money laundering laws, PRIMEX will be on the lookout for irregularities in the way payments are made.
